FOREWORD

With its humble ambition to be a high professional and leading local think-tank in Cambodia, the Economic Institute of Cambodia (EIC) encourages high quality of research-based articles to be published as useable references to enrich socioeconomic literacy of the country and to raise awareness of policy-makers, academics, students, and people from all walks of life on contemporary issues affecting their daily lives, and to spearhead further implied policy researches and recommendations.

To this end, EIC inaugurates the first issue of its annual publication, Cambodia Economic Report , a compilation of major EIC working papers within a year on various socioeconomic issues. Most of the papers are thoroughly researched and disseminated through high level academic and policy dialogues forum held both at home and at international conferences.

This publication is made possible by assistance from the United States Agency for International Development (USAID), the Asia Foundation, Konrad Adenauer Foundation, United Nations Development Programme (UNDP), and the World Bank. The authors have benefited greatly the comments from many discussants and participants at the workshops and conferences where papers were presented.

Last but not least, the authors are also grateful to Senator Ung Bun Ang, Michael R. Keller of the US Embassy in Phnom Penh, and Oum Sothea for their insightful suggestions to finalize the papers for the publication, to Tep Vuthy, Hy Bun Hok, and Touch Ratha for their layout and publication support, and to all the staff of EIC for their enthusiastic support.
